In Philadelphia Doug Mastriano, a supporter of Donald Trump running for governor of Pennsylvania, appeared in Confederate garb for a faculty photo at the Army War College three years before his retirement from the U.S. Army in 2017, according to a copy of the image acquired by Reuters.

The previously unknown image of Mastriano was provided to Reuters by the War College in response to a FOIA request. It was taken in 2013–14 for the Department of Military Strategy, Plans, and Operations, where he worked.

According to those who are aware of the shot, faculty members were given the choice to dress as historical figures at the time. At least 15 of the 21 faculty members who are pictured in casual dress. Mastriano is the only one in a Confederate outfit, despite two other men carrying aviator's helmets and one other sporting a trench coat and sunglasses.

Email and phone inquiries for comment were not immediately answered by Mastriano. On Wednesday, a Reuters reporter went to a Mastriano event in search of feedback, but the candidate declined to take questions.

Those who consider displays of Confederate insignia as bitter reminders of racial injustice and the Civil War, in which 11 rebellious Confederate states fought to retain Black people in slavery, may find them offensive.

Following the murder of George Floyd in May 2020, a Black man whose death by a white police officer in Minneapolis sparked protests all over the world, the U.S. military issued a de facto ban on flying the Confederate flag and has worked to remove segregationist symbols from bases and academic institutions.

The image was taken from the War College wall where it had been displayed among other yearly pictures of faculty groups after Reuters made a formal request for it.

The Army War College (AWC), a top military university in Carlisle, Pennsylvania, told Reuters that a crew had gone through every piece of artwork, piece of literature, and other visual display at Carlisle Barracks in 2020 but had overlooked the faculty portrait.
